OCC OREGON CAMPUS COMPACT VISTA PROGRAM ASSISTANT

Title:                AmeriCorps*VISTA Program Assistant

Supervisor:      Oregon Campus Compact Executive Director

Purpose:          The AmeriCorps*VISTA Program Assistant provides support to the Executive Director, coordinating elements of the AmeriCorps VISTA program, and assisting with the planning, implementation, and evaluation of the program. The AmeriCorps*VISTA Program Assistant will work collaboratively with campuses across the state to support AmeriCorps*VISTA members.

Position responsibilities:Campus Site Support

  • Coordinates competitive sub-grant processes;
  • Conducts site visits to campuses throughout year;
  • Supports campuses throughout the member recruitment and placement process;
  • Assists in identifying and assembling subject matter for training of campus supervisors and schedules time and space for training;
  • Trains and orients campus supervisors.

Member Support

  • Provides oversight and guidance to the VISTA Leader;
  • Runs a recruitment campaign for members;
  • Supports candidates throughout the member recruitment and placement process;
  • Assists in identifying and assembling subject matter for training of AmeriCorps Members and schedules time and space for training;
  • Trains and orients AmeriCorps Members.

Evaluation and Communication

Collects and gathers data and stories on these programs to inform and highlight the program to funders and constituents via required federal reporting, media releases, and online communication outlets.

  • Develops and maintains record keeping systems for the program;
  • Corrects and completes computerized data relating to the program;
  • Contributes to and assembles program related reports;
  • Attends meetings and workshops to increase awareness and understanding of the program and its functions;
  • Prepares and assists in the preparation of written materials for printing and distribution (e.g., flyers, newsletters, promotional advertisements, posters, press releases);
  • Gives public presentations through local media, fairs, shows, information booths, classroom presentations, community organizations to increase awareness of program;
  • Organizes promotional activities (e.g., schedules events and rooms, arranges for materials, obtains required staffing);
  • Respond to questions from members and constituents regarding the program;
  • Work closely with the Oregon office for the Corporation for National and Community Service;
  • Assists in coordinating alumni efforts for the AmeriCorps*VISTA program.

Other

  • Contributes to other areas within ORCC, including assisting with events and program assistance as assigned.

Supervision Received

determine effectiveness and conformance to agency/program procedures. Employees use agency policies and procedures, State and Federal rules and regulations, and program procedural manuals as guidelines in providing program services and dealing with the public.

JOB DUTIES:

1.                  Arrive to and depart from shift in a manner that allows appropriate shift change procedures

.2.                  Ensure maintenance of 24/7 supervision of program by never departing from facility without assuring that staff coverage is in place.

3.                  Provide desk coverage for breaks and meal periods. May occasionally fully cover a shift in the event of absence.

4.                  Supervise compliance of residents to program rules and regulations.

5.                  Ensure safety and security of residents and program.

6.                  Perform regular security checks within the facility.

7.                  Maintain written records and logs tracking residents’ performance, as required.

8.                  Participate in residential accountability program by completing incident reports, assigning and enforcing sanctions per contract procedures.      

9.                  Perform clerical support functions including filing, copying, word processing and spreadsheet maintenance.

10.              Facilitate the turnover of resident rooms. This may include packing up personal property; cleaning rooms; setting up intake packets and personal bedding and similar tasks. May conduct facility tours for applicants and hold orientations for new residents.

11.              Stock supplies, fill cleaning solutions and manage program inventory.

12.              Research and update resources.

13.              Conduct observed urine collection from and give breathalyzer to residents in accordance with TOP procedures.

14.              Conduct room inspections, room and individual searches, head counts.

15.              Communicate shift occurrences accurately and fully to incoming staff.

16.              Conduct and participate in evacuation drills, maintaining logs as required.

17.              Attend scheduled meetings and trainings.

18.              Use best practices, including but not limited to reflective listening, motivational interviewing, strength-based learning, to assist residents in meeting goals.

19.              Protect all client information as strictly confidential and only available on permitted need-to-know basis.

MINIMUM QUALIFICATIONS:Requires high school diploma or GED. Minimum of one-year’s experience working in a shelter, residential or emergency service setting. Education may be substituted for experience. Should be interested in or interested in learning about women’s issues. Must be reachable via telephone.Requires current certificates for CPR, First Aid, and Food Handler’s card. 

Able to work with women of diverse cultural and economic backgrounds. PRIMARY RESPONSIBILITIES:                                    

Utilize resident needs assessment to identify resource needs and measure the resident’s skills. Determine the focus of the resident’s Individual Program Plan (IPP) as it relates to full time employment, further education and vocational training, mental health treatment, etc. Provides referrals and coordination of services. Use cognitive reflective skills to prompt resident to examine their choices and make positive changes in their lives. Manage a caseload of up to 15 women and resource referral for up to 25 women.  Maintain knowledge of the Statement of Work for the Federal Bureau of Prisons contract. Maintains a flexible schedule allowing for adjustment to the hours of resident availability. Schedule shall include regular evening and weekend hours. Function as a team member with other staff to facilitate the smooth operations of two residential programs.

JOB DUTIES:

Contract Compliance:

1.      Maximize bed usage and contractor satisfaction while maintaining integrity of the TOP program in compliance with the Statement of Work.

2.      As part of a team comprised of other Case Managers, Skills Builder Specialist, Mental Health Counselor and Program Manager, coordinate services provided to client per contract requirements. 

3.      Monitor each resident IPP, performance, outcomes, file documentation and all program elements to ensure compliance with applicable contract requirements and attainment of contract outcome targets. Case Management:

  1.  
    1. Review and interpret pre-sentence reports; sentencing guidelines; court orders; institutional reports; conditions of supervision; other agency reports; mental and physical health reports for the purpose of thoroughly understanding the situation and providing the appropriate assistance. Discuss materials with resident to assure understanding and compliance.
    2. Conduct comprehensive needs assessment of resident, including but not limited to: criminal history; education; employment; financial status; family/spousal relationships; companions/leisure; substance abuse / addiction education; housing; physical and mental health.
    3. Develop with resident and resident supervising authority a comprehensive Individual Program Plan (IPP) for client to work towards independent living upon departure from the program.
    4. As part of IPP, promote client stabilization in safe housing.
    5. Supervise and direct client actions. Monitor client compliance to program rules, contract compliance and IPP, particularly about assessments, fines, subsistence payment and attainment of financial goals.
    6. Perform offsite visits to resident workplace, prospective home site, correctional facilities, probation office, outside agency, etc. as needed.

Transition Preparation and Employment:In conjunction with the Skills Builder/Employment Specialist:

1.      Assessment of interests, skills and abilities to determine career choices.

2.      Portfolio development, resume writing, business dress and interview techniques training.

3.      Develop and utilize job placement resources in the Residential Reentry Center (RRC) and in the community to include the Department of Labor’s (DOL) One-Stop System.

4.      Provide employment information assistance using computer-based technology and resources, which include career assistance software and on-line resources, i.e. Internet, America’s Job Bank…

5.      Facilitate attendance at Job Fairs either on-site or in partnership with other organizations such as community colleges.

6.      Conduct individual and group facilitation to address special needs of resident when appropriate. Facilitate Transition Skills Curriculum for Pre-Release component referrals.

7.      Conduct post-release follow-up relative to employment within the community or the area where the residents intends to live following release. 

General Duties:

1.      Attend scheduled meetings and trainings.

2.      Act as Person in Charge (PIC) when assigned. Facilitate weekly House Meeting.

3.      Conduct observed urine collection from and give breathalyzer to resident in accordance with TOP procedures and as necessary. Confront and address drug abuse / misuse (i.e. Positive UAs). 

4.      Conduct searches of resident, their belongings and their rooms, taking into evidence contraband and controlled substances and preserving legal chain of custody.

5.      Maintain a flexible schedule allowing for adjustment to the hours of resident availability.

6.      Provide program supervision in the absence of the Program Manager

7.      Other related duties as assigned.  MINIMUM QUALIFICATIONS:Requires a Master’s Degree in a social or behavioral science from an accredited college or university and three years related experience. Minimum one year of experience must be working with providers in the community where the RRC is located. Requires a valid Oregon Driver’s License. Knowledge of criminal justice system, rehabilitation processes, and techniques used in security or custodial facilities necessary.  Must be reachable via telephone. Requires current certificates for CPR, First Aid, and Food Handler’s card. Proficient in Microsoft OFFICE computer software and the Internet. Excellent written and oral communication skills. Knowledge of and the ability to effectively use best practices and techniques for criminal justice resident. Able to lead groups and/or facilitate trainings. Able to work with women of diverse cultural and economic backgrounds.  Demonstrates a positive team attitude in the workplace. POSITION

This is an exempt position located at the Business Resource Center in Mount Vernon, Washington.  Continuation of employment will be based on the ongoing revenue generated from customized training opportunities.  The Director will be responsible for the development of customized training contracts throughout the College District with an emphasis on connecting the skills and knowledge of the professional/technical faculty to their related industries.  The incumbent will be responsible for the development, assessment and delivery of training; marketing programs, and client management.  This position will report to the Dean of Workforce Education.   

RESPONSIBILITIES

·         Develop and manage customized training opportunities throughout the College District which includes but is not limited to the strategic planning and marketing of training; coordination and hiring of instructors; budget management; and program compliance with appropriate state, federal and College policies and procedures;

·         Develop and retain instructors who are qualified to instruct in a variety of disciplines which meet the needs of local industry;

·         Develop and maintain a working relationship with college instructors who may contribute to the development and delivery of customized training contracts;

·         Develop and implement methods for evaluating the quality of the training programs, including course content, instructor delivery, content delivery for a diverse group of learners, adequacy of facilities and tools, employer satisfaction and transfer of skills to the workplace;

·         Keep current in training methodologies and technologies to incorporate in contract training proposals;

·         Analyze situations and market conditions by using methods such as Gap Analysis, Modeling, Benchmarking and Strengths, Weaknesses, Opportunities and Threat Analysis (SWOT);

·         Assess client training needs, develop proposals for training solutions, identify instructors and identify and/or develop curriculum;

·         Develop and sustain business and industry relationships to assure ongoing training opportunities;

Community Need- Concordia seeks to “prepare leaders for the transformation of society.” During the past three years, Oregon Campus Compact VISTA members have developed and expanded co-curricular and curricular service programs to help the University better fulfill its mission and to improve K-12 education in Northeast Portland. Activities

  • Coordinate service events with agencies that address poverty, including Alternative Spring Break trips for 2-3 teams of students.
  • Implement student leadership development curriculum.
  • Collaborate with students, faculty, staff, and administration to create the human infrastructure to support service-learning and to make all service programs sustainable.
  • Assist faculty in the colleges of Education, CTAS, and Management with the development and creation of high-quality service-learning courses.
  • Collect data to capture the extent and impact of campus civic engagement.
  • Establish and/or strengthen campus-community partnerships with agencies that address poverty.

Objectives

  • Curricular and co-curricular service programs will be self-sustaining.
  • A Service Learning Committee will be established
  • Student participation in service will increase by 10%.
  • 10 new service-learning courses will be created.
  • Participation in the Students In Service program will increase by 30 students.
  • 33 new partnerships with community organizations will be formed.
